The paper and pressboard give the mechanical support and the main dielectric barrier; the oil fills the gaps, cools the windings and adds dielectric strength (both are better together than apart).

Why they work together

The oil impregnaates the paper, eliminating air gaps that would otherwise cause partial discharge. The paper is strong and the oil provides the resistance to breakdown in the gaps.

Why condition matters

Moisture and aging degrade both: water in the paper lowers the dielectric strength, and the paper aging releases water, acids and gases. Keeping the oil dry and the paper cool is the key to life.
