Module 1 — Specifying and buying

Procurement is an engineering document plus a commercial comparison. This module says what the enquiry must fix so that two offers can be compared at all.

Free module. This page is free to read. It does not ask you to sign in. It does not offer a class or a call. Use the edition of each standard named in the contract. Questions: hello@transformerpath.com.

Volume 20 is specifying, buying, and capitalising transformers. This module is the minimum an enquiry has to contain before a price is meaningful. It is not a tender form, and it is not legal advice. Commercial terms, guarantees, and penalties are the contract. This page is about the engineering lines without which those terms have nothing to attach to.

Offers are comparable only on a shared specification

Two manufacturers who are free to choose impedance, loss, cooling stage, and insulation level will offer two different machines. The prices will not be comparable. The enquiry closes those choices or it states the band that is allowed. Rated power and its cooling stage, voltages, frequency, impedance at a stated power, insulation levels, loss guarantees or capitalisation rates, tap range, and the test list are the lines that make an offer a response rather than a new proposal. A blank that says “manufacturer’s standard” is a blank the purchaser has decided not to control.

Loss capitalisation, when it is used, is declared in the enquiry: a rate for no-load loss and a rate for load loss. Bidders then compete on a evaluated cost, not on a sticker price that hides an inefficient core. Changing the rates after the offers arrive changes the winner. That is a new enquiry. A deviation schedule is how a bidder says it cannot, or will not, meet a line. A silent deviation is not a deviation. It is a different product described with the purchaser’s words.

Factory and site acceptance are part of the buy

The offer should say which tests are included in the price, which are optional, and who witnesses them. A type test from a similar unit is evidence about a design only when the contract says that similarity is acceptable. It is not evidence about this serial number’s routine results. Site acceptance repeats the checks the journey can undo. Leaving both “to be agreed” means the price does not yet include a known test list. The paid procurement module works a tender in detail. This module sets the condition for that work: fix the engineering lines first.

A full tender comparison stays on the paid plan. This page does not rank a bidder.

Module 1 is free. The rest of this course stays on the paid plan. The plan is a one-time payment for 12 months of access, with no auto-renewal. This page does not offer a class or a call.
